In South Dakota, a bill has been introduced that is called “anti-surrogacy” and would change surrogacy in this state in its current form. Various arguments contra and pro of this bill HB1311 were expressed in the House of Representatives. Issues of ethics, legal registration and the value of the family are raised. After lively debate, the vote was 38 to 29, and thus the “anti-surrogate” bill was not passed in South Dakota.
